In some observation forms, for eg) Treatment note in the CHW box, we have the user choose a concept drug as an answer. When this observation is uploaded to SHR, bahmni is sending the generic drug (the concept) instead of the concept drug. Instead, if the observation has a concept drug, bahmni must be uploading the drug itself. This story will handle the upload as well as download of a concept drug as an observation.

• If user has filled an observation form with a concept drug as an answer, when Bahmni uploads the observation resource to SHR, it must upload the concept drug and not the corresponding concept (irrespective of if the concept drug is defined locally or not).

• If bahmni downloads an observation with a concept drug in it, bahmni must be able to store it and display the concept drug on the dashboard and visit UI.

• If the concept drug was a locally created one on the uploading system, bahmni must still be able to store it on download and display it on the dashboard and visit page.
